Andrew Tapp is the Owner and Attorney of Metropolitan Law Group. He represents SNAP-authorized retailers throughout the entire United States. Mr. Tapp represents store owners nationwide — regardless of what state their store is located in — from the initial charging letter through the administrative appeal process. For matters that proceed to a Judicial Appeal in federal district court, Mr. Tapp can appear pro hac vice, with local counsel as needed, to continue representing clients through that stage as well.

Mr. Tapp focused his law school studies on business and commercial litigation. He began practicing USDA regulatory law in 2013, after an exhaustive search revealed no other attorneys in the United States with significant experience in that area. Protecting the rights of small and medium-sized businesses has been his mission ever since.

In the years since, Andrew has represented clients in hundreds of USDA SNAP enforcement actions nationwide, including in 49 states and two U.S. territories. Alongside his USDA practice, he counsels clients on business law and agricultural and crop-related matters.

Erin Heyman

Partner & Attorney

Erin Heyman is a Partner & Attorney at Metropolitan Law Group and has been practicing since 2019. She is licensed to practice in Florida state courts and before the United States District Court for the Middle District of Florida.

Erin earned her Juris Doctor from the University of Florida Levin College of Law, where she was certified in Environmental Law and Land Use and was named the 2018 Conservation Fellowship Recipient. Before joining the firm, she served as an Assistant State Attorney, developing a strong foundation in courtroom advocacy and litigation strategy.

She now concentrates her practice in real estate and land use law, federal litigation, and administrative law, with particular experience handling matters involving SNAP/EBT benefits and federal agency proceedings. Erin is known for her thorough approach to complex regulatory and transactional matters and her commitment to achieving practical outcomes for her clients.
